社会组织如何助推公众参与环境共同生产一项调查实验研究

How Social Organizations Nudge Public Participation in Environmental Co-ProductionAn Survey Experiment Study

  • 摘要: 在环境共同生产的时代背景下,公众被期望积极参与其中,发挥监督和治理作用。然而,现实中公众参与的积极性仍存不足。作为连接政府与公众的关键桥梁,社会组织在助推公众参与方面发挥了重要作用,但其影响因素及作用机制仍是有待开启的灰箱。基于此,采用调查实验方法进行实证研究,结果显示:提供丰富信息与塑造社会规范均能有效增强公众参与意愿,而流程简化的助推效果不显著;信息与社会规范相结合的助推策略效果更为明显;社会组织公信力及环境意识可以部分调节社会组织助推的效果。研究一方面识别了社会组织激发公众参与的微观机制,为构建社会广泛参与、协同推进的现代环境治理体系提供理论依据与政策启示;另一方面将助推理论引入环境共同生产领域,拓展了助推理论的应用边界。

     

    Abstract: In the era of environmental co-production, the public is expected to actively participate and play a role in supervision and governance. However, in reality, the public's enthusiasm for participation remains insufficient. As a key bridge connecting the government and the public, social organizations play an important role in promoting public participation, but the influencing factors and mechanisms of their role remain a gray box to be explored. Based on this, an empirical study was conducted using a survey experiment method. The results show that providing rich information and shaping social norms can effectively enhance the public's willingness to participate, while the effect of process simplification is not significant; the combined strategy of information and norms has a more obvious boosting effect; the credibility of social organizations and environmental awareness can moderate the effect of information boosting. On the one hand, this study identifies the micro-mechanism by which social organizations stimulate public participation, providing theoretical basis and policy implications for building a modern environmental governance system with extensive social participation and collaborative advancement. On the other hand, it introduces the nudge theory into the field of environmental co-production, expanding the application boundary of the nudge theory.
